The Keta Municipal Assembly held its General Meeting on Tuesday, November 5, 2024, with Presiding Member Hon. Christopher Mensah calling the meeting to order at 10:50 a.m. The session opened with a prayer by Hon. Noah Yao Agbemazi, followed by welcoming remarks from the Presiding Member, who emphasized punctuality and collaboration for effective deliberations.

The minutes of the previous meeting were read and corrected, including clarifications on project motions, financial allocations, and project descriptions. After the corrections, Hon. Prosper Yao Agbagli moved for their acceptance, seconded by Hon. Augustus Sesenu.

The Assembly received updates on several matters. The Municipal Coordinating Director (MCD), Mr. Innocent Gavua, confirmed that the grader auction awaits Ministry of Finance approval and assured members that bye-laws would be gazetted by November 2024. On sports development, Hon. Agbagli proposed inviting the Sports Committee Chair to address issues regarding donated materials.

Other discussions covered the need for a comprehensive asset database, enforcement against illegal sand winning, updates on the Defia 2023 celebration, and provision of streetlights in the 2025 budget. The Municipal Education Directorate reported ongoing challenges with new teacher postings, with Hon. Emmanuel Gemegah urging timely data submission to prevent future issues. Land permits for reclaimed areas were also discussed, with the MCE promising to present a detailed inventory at the next meeting.

Additional key topics included funding for Zonal Councils, unresolved security cases, the Fulani herdsmen issue, and progress on the WACA coastal protection project. Hon. Promise Baccah raised concerns about flood risks, and the MCE proposed forming a joint Assembly committee to oversee the WACA initiative.

Climate adaptation efforts continued with a solar project in Lawoshime, with installations scheduled for November and December. Social welfare discussions addressed LEAP programme coverage and PWD beneficiary lists, with assurances of data provision.

The second day commenced at 10:15 a.m. with a prayer by Hon. David Kwame Kpattah. The Presiding Member reiterated the importance of active participation. Reports from the Public Relations and Complaints Committee addressed radio outreach, the enforcement of a ban on Chinese gambling machines pending bye-law gazetting, occupancy permits, and a proposed new cemetery site. The House also resolved to request a definitive boundary interpretation from the Lands Commission.

The Executive Committee report was presented and accepted. Members reviewed and unanimously approved the 2025 Annual Action Plan, Fee Fixing Resolution, Revenue Improvement Action Plan (RIAP), revised allowances, and completion of the Abor Community Center.

Community concerns raised included the lack of potable water, public toilets, market renovations, streetlight installations, road construction, and better management of public facilities by Zonal Councils. Members called for prompt action and increased community sensitization.

The meeting concluded at 4:02 p.m. with a motion by Hon. Promise Baccah, seconded by Hon. Thywill Kobla Denoo, and a closing prayer by Hon. Prosper Agbagli.
