The Keta Municipal Assembly held its General Assembly Meeting on [insert date], officially called to order at 10:39 a.m. by the Presiding Member, Hon. Prosper Yao Agbagli, who led the opening prayer. Hon. Christopher Mensah, Presiding Member, welcomed all present, thanked members for their participation, emphasized punctuality, and encouraged teamwork for the smooth execution of the day’s agenda.

The minutes of the previous meeting were read and corrected Following these corrections, Hon. Noah Agbemazi moved for adoption, seconded by Hon. Emmanuel Kofi Tsifoanya. The minutes were unanimously approved.

On the grader issue, the House agreed to auction it, with Management tasked to inform members when completed. The MCD, Mr. Innocent Gavua, assured that the pending gazetting of bye-laws would be funded from the next Common Fund disbursement.

Regarding sports development, the House addressed delays in transporting donated tartan tracks, resulting in a missed opportunity. Management was directed to invite the Sports Development Committee Chair to the next meeting for clarification.

On rent arrears for Assembly properties, the Municipal Budget Analyst, Mr. Joseph Kabibayo, reported that most occupants had tenancy agreements, with defaulters referred to the Rent Control Department.

The House also resolved to tackle illegal sand winning in all electoral areas. An update on DEFIA 2023 was deferred to the next meeting.

On the provision of streetlights, Hon. Emmanuel Gemegah noted additional units were expected from the Ministry of Energy, though no funds were allocated in the 2024 budget.

Various questions were raised by members. Management confirmed that all IPEP projects, including the Keta lorry station toilet, remained under CODA’s supervision, with appeals for completion pending. The slaughterhouse was deemed poorly designed; hence, Management would renovate the old facility for use. The smoking pavilion and other projects awaited official handover from the Ministry of Transport.

Keta Central road maintenance had been captured under a pothole patching program, with contractors mobilizing. Market flooding solutions were tied to ongoing Ministry projects, with calls for expedited completion.

On reclaimed land, the MCE explained revenue sharing among Traditional Authorities (40%), the Assembly (35%), and the Lands Commission (25%). Communities could request land allocations for future projects following proper procedures.

The MCE presented the Sessional Address, which was moved for discussion at the next meeting. The Executive Committee’s Report was also presented. The House approved recommendations on the mid-year budget review, additional ceded revenue, and the updated fee-fixing resolution. A proposal to appoint two Assembly Members to the Municipal DRIP Technical Committee was withdrawn.

Hon. David Kwame Kpattah moved for adjournment, seconded by Hon. Promise Baccah. The meeting closed with a prayer by Hon. Promise Baccah at 5:32 p.m.
